Turkish Citizenship by Investment — Document Guide

Updated April 2025

Turkey's citizenship by investment programme offers one of the most accessible routes to a second passport in the world — a 400,000 USD real estate investment, a 3-year holding commitment, and a clean criminal record. The document process, however, is where most applicants get stuck. This guide explains exactly what you need and how to get it right.

Authentication by country

How your home country's documents need to be authenticated depends on whether your country is in the Hague Apostille Convention:

Apostille countries (Germany, UK, France, US, etc.)

Apostille is sufficient. No consulate legalisation needed. Timeline: 2-4 business days per document.

Russia

Russia withdrew from the Apostille Convention in 2019. Documents need: sworn translation → notarisation → MFA approval → Russian consulate legalisation in Turkey. Timeline: 8-12 business days.

UAE, Saudi Arabia, Qatar

Not in the Convention. Documents need: sworn translation → notarisation → MFA approval → relevant embassy legalisation in Turkey. Timeline: 6-12 business days.

Iran

Not in the Convention. Same chain as Gulf countries. Timeline: 6-12 business days.

Process overview

1

Purchase the property

Buy a property valued at minimum 400,000 USD. The purchase must be made via a Turkish bank transfer from a foreign account (DAB — currency purchase certificate required).

2

Get the title deed annotated

The Land Registry annotates the title deed with the 3-year non-sale clause. This is done at the Tapu office.

3

Prepare your personal documents

All foreign-language personal documents are translated into Turkish and authenticated. This is where we come in.

4

Apply through the Directorate General of Migration Management

The citizenship application is submitted with all documents. Biometrics are taken in Turkey.

5

Receive your citizenship decision

Processing takes approximately 3-6 months. If approved, you receive a Turkish ID and can apply for a Turkish passport.
