Turkish Citizenship by Investment — Document Guide
Updated July 2026
Turkey's citizenship by investment programme offers one of the most accessible routes to a second passport in the world — a 400,000 USD real estate investment, a 3-year holding commitment, and a clean criminal record. The document process, however, is where most applicants get stuck. This guide explains exactly what you need and how to get it right.
Investment routes
| Route | Minimum amount | Holding period |
|---|---|---|
| Real estate | 400,000 USD | 3 years |
| Bank deposit | 500,000 USD | 3 years |
| Government bonds | 500,000 USD | 3 years |
| Job creation | 50 employees | Ongoing |

Authentication by country
How your home country's documents need to be authenticated depends on whether your country is in the Hague Apostille Convention:
Apostille countries (Germany, UK, France, US, etc.)
For public documents covered by the Convention, an apostille replaces consular legalisation. The receiving authority may still require a particular translation or document format.
Russia
The Apostille Convention remains in force between Russia and Türkiye. Covered Russian public documents can be apostilled in Russia; confirm the Turkish receiving authority's translation and document requirements.
UAE, Saudi Arabia, Qatar
The UAE and Qatar are outside the Convention and may require a legalisation chain. Saudi Arabia has been a Contracting Party since 7 December 2022, so covered public documents can use the apostille route; confirm document-specific requirements.
Iran
Not in the Convention. Same chain as Gulf countries. Timeline: 6-12 business days.
Process overview
Purchase the property
Buy a property valued at minimum 400,000 USD. The purchase must be made via a Turkish bank transfer from a foreign account (DAB — currency purchase certificate required).
Get the title deed annotated
The Land Registry annotates the title deed with the 3-year non-sale clause. This is done at the Tapu office.
Prepare your personal documents
All foreign-language personal documents are translated into Turkish and authenticated. This is where we come in.
Apply through the Directorate General of Migration Management
The citizenship application is submitted with all documents. Biometrics are taken in Turkey.
Receive your citizenship decision
Processing takes approximately 3-6 months. If approved, you receive a Turkish ID and can apply for a Turkish passport.
