Egypt Attestation of Turkish Documents: Double Attestation, Chain and Fees

Egypt is not a party to the Hague Apostille Convention. A document issued in Türkiye and used in Egypt cannot rely on an apostille: it passes the Turkish attestation chain and is then attested by the Embassy of Egypt in Ankara. What sets Egypt apart is that part of the chain runs twice — the embassy wants both the original and the translation attested separately.

Attestation chain by document

Every document follows the same backbone for Egypt. The differences are the intermediate approval for education documents and the separate commercial tariff at the embassy. The apostille column is empty on purpose: no document needs an apostille for Egypt.

Steps and timing

The order cannot be changed. Steps three and five run twice for Egypt: the district office seals the original and the translation separately, and the MFA approves each seal separately. We give no day count for appointment-based steps.

What double attestation means in practice

In most countries the district or provincial seal goes once, on the notarised translation. The Egyptian Embassy also wants the original Turkish document attested by the Turkish authorities. The file therefore carries two separate seals: one on the original, one on the translation.

This doubles the MFA stage as well. The MFA attestation is built on a chain of trust: it verifies the signature and seal of the Turkish authority before it. Two signatures and seals in the file mean two separate verifications. If one is verified and the other skipped, the skipped seal stays unverified.

The check before the embassy

We have seen one of the two seals pass the MFA unapproved on a busy day. It is the most common reason a document comes back from the embassy. So for Egypt, the moment a document leaves the MFA we count the seals and their approvals one by one. If one is missing, the document goes back to the MFA the same day, before it ever reaches the embassy. We learned the same lesson with the equally thorough Iranian mission.

Personal and commercial documents: two tariffs

The Egyptian Embassy splits documents into two groups and sets the fee and speed accordingly. Personal documents — diplomas, civil records, marriage certificates, criminal records, powers of attorney — take about a week. Company documents — trade registry gazette, activity certificate, signature circular, invoices — cost more and are ready the next day.

The practical result: if a company representative sends both a personal marriage certificate and the company's registry gazette, the two will be ready on different days. Plan around the slowest document. Export documents such as invoices and certificates of origin follow a separate Chamber of Commerce chain.

Education documents: the YÖK and MEB step

For graduates applying to Egyptian universities or taking up work in Egypt, the Turkish MFA asks for an intermediate approval: YÖK for university documents, MEB for school documents. It comes after the district attestation and before the MFA appointment. In a double-seal Egyptian file, skipping it leaves both seals' chains unfinished.

YÖK accepts university documents only from the graduate or a first-degree relative. For a student already back in Egypt this is usually the biggest hurdle; with a notarised power of attorney we file on your behalf. The step is free, but leaving it unplanned costs an MFA appointment.

These are the official items paid to Turkish authorities and the embassy. Our service fee is separate and is fixed when the file is opened, based on the number of documents. Tariffs change once a year and embassy fees follow the dollar; if a checked date looks old, we re-confirm the figure before quoting.

The embassy amounts were confirmed in our own files and are in dollars, so their lira equivalent moves with the exchange rate. In double-seal files the MFA fee can apply twice per document; we show that line separately in the quote.

Where files most often come back

  • The original document was not attested

    For most countries the district or provincial seal goes once, on the notarised translation, and that is enough. Egypt also wants the original Turkish document attested. A file prepared out of habit for another country is treated as incomplete at the embassy.

    How to avoid it: For Egypt, ask the district office for two separate seals — one on the original, one on the translation. Plan it at the very start.

  • The second seal was not approved at the Turkish MFA

    The MFA attestation verifies the signature and seal of the Turkish authority before it. With two seals in the file, each must be verified separately. On a busy day one can be approved and the other skipped; the embassy then finds an unverified seal and returns the file.

    How to avoid it: As soon as the document leaves the MFA, and before it goes to the embassy, we check that every seal has its own MFA approval next to it. If one is missing, we go back to the MFA the same day.

  • An apostille was put on the document

    Egypt is not a party to the Hague Apostille Convention. An apostille added as a precaution has no meaning there, and the correct attestation is still needed.

    How to avoid it: For Egypt the step at the district office is an attestation, not an apostille. Name the destination country when applying.

  • The YÖK or MEB step was skipped on an education document

    The Turkish MFA does not attest education documents without YÖK (university) or MEB (school) approval. In a double-seal Egyptian file, skipping it leaves both chains unfinished.

    How to avoid it: Plan YÖK or MEB right after the district attestation and before the MFA appointment.

  • Personal and commercial tariffs were confused

    The Egyptian Embassy processes personal and commercial documents at different fees and speeds. Companies that assume a commercial document is personal get the cost wrong; people who expect a personal document the next day get the timing wrong.

    How to avoid it: When we open the file we decide the tariff for each document separately, and the quote and calendar follow from that.

  • Arabic spelling of names differs between documents

    If the same person's name is written with different Arabic letters on the civil record, the diploma and the marriage certificate, the Egyptian institution doubts they belong to one person. Marriage and residence files stop here.

    How to avoid it: We use a single Arabic spelling for every name across the whole file, based on the passport where there is one.

How a file moves in practice

Many files for Egypt are marriage and residence files: civil registry record, birth certificate, marriage certificate and criminal record travelling together. All are personal documents, so the embassy step takes about a week; moving them together avoids a separate appointment cycle for each.

When we open the file we settle four things: which documents fall under the personal and which under the commercial tariff; whether there is an education document; which source fixes the Arabic spelling of names; and whether the applicant can come to Ankara for the YÖK step. We take both district seals on the same day and book the MFA accordingly. The seal count after the MFA is the file's insurance: the document goes to the embassy only after we have seen every seal approved.

Frequently asked questions

Is an apostille enough for Egypt?
No. Egypt is not a party to the Hague Apostille Convention. Turkish documents need district or provincial attestation, Turkish MFA attestation and Egyptian Embassy attestation.
Why does the original need attesting too?
The Egyptian Embassy wants both the original Turkish document and the notarised Arabic translation to carry Turkish attestation. So the district office adds two separate seals and the MFA approves each of them.
What does the Egyptian Embassy charge?
In our own files as of 2026-08-12: USD 50 per personal document and USD 135 per commercial document. The embassy can change these; we confirm the current amount when the file is opened.
How long does the embassy take?
About a week for personal documents, next day for commercial ones. That is the embassy step only; the MFA appointment before it sets the overall calendar.
My document came back from the embassy. Why?
Most often because one of the two seals was not approved at the MFA. Check that every district or provincial seal has its own MFA approval next to it. A missing one can be completed at the MFA.
Is the MFA fee paid twice?
In double-seal files the MFA may carry out two approvals, and that can show in the fee. We list this item separately in the quote, so you know the total before the file is opened.
Do I need YÖK or MEB approval?
It depends on the school. University documents go to YÖK, all lower-level school documents to MEB. The graduate, a first-degree relative or we — with a notarised power of attorney — can file the YÖK application.
Which language should the translation be in?
Arabic. Official institutions in Egypt require an Arabic translation.
Do export documents for Egypt follow the same chain?
No. Invoices and certificates of origin are approved through the Chamber of Commerce in a separate chain.
Do I need to come to Ankara?
No. Send the documents by courier; we courier them back when the chain is complete.
