Jordan Attestation of Turkish Documents: Chain, Timing and the Amman Step

Jordan is not a party to the Hague Apostille Convention. A document issued in Türkiye and used in Jordan cannot rely on an apostille: it passes the Turkish attestation chain and is then attested by the Embassy of Jordan in Ankara. What sets Jordan apart is that the chain often does not end in Türkiye — the institution using the document may want one more verification in Amman.

Jordanian files mostly come from two groups: students who studied in Türkiye and are going home, and companies selling into the Jordanian market. This page covers the chain for both, why the transcript is critical at the equivalency stage, and the final step in Amman.

Every document for Jordan follows the same backbone. The difference is in education documents: YÖK or MEB approval is needed before the MFA, and the transcript translation is examined again at the equivalency stage.

Steps and timing

The order of the six steps in Türkiye cannot be changed. The MFA appointment and, for education documents, the YÖK step set the calendar. The verification in Amman is not part of this calendar; it has to be planned separately in Jordan.

The final verification in Amman

As in much of the Middle East, an institution in Jordan that receives a foreign document attested by its embassy may also want it verified by the Ministry of Foreign Affairs in Amman. Universities, professional associations and ministries ask for this often.

This step can only be done in Jordan; nothing in Türkiye replaces it. Our practical advice: ask the institution in advance whether it wants the final verification. If it does, plan it for your first days in Jordan — otherwise the document is ready in your hands and the institution still will not accept it.

Education documents and equivalency

The diploma and transcript go to YÖK after the district attestation; for high school and lower-level documents, MEB does this step. YÖK accepts applications only from the graduate, a first-degree relative or someone holding a notarised power of attorney. For students already back in Jordan, the power of attorney is the thing most often left to solve.

Degree equivalency in Jordan is handled by the Ministry of Higher Education, and the transcript is examined closely: course names, credit hours and grades. A translation that summarises course names or skips the credit column may pass the attestation chain without trouble and still come back at equivalency. We translate the transcript in full, keeping the table layout of the original.

Where files most often come back

  • The final verification in Amman was not planned

    Universities, professional associations and ministries in Jordan may want a foreign document already attested by the embassy to be verified again by the Ministry of Foreign Affairs in Amman. That step happens in Jordan and cannot be done from Türkiye. When nobody planned it, the document sits for several more days after it arrives.

    How to avoid it: Ask the Jordanian institution in advance whether it wants the final verification, and plan the days in Amman around it.

  • The transcript was translated in shortened form

    Degree equivalency in Jordan is handled by the Ministry of Higher Education, which examines course content and credit hours. A transcript translation that summarises course names or drops the credit column comes back at the equivalency stage.

    How to avoid it: We translate the transcript with every course name, credit and grade, keeping the table layout of the original.

  • An apostille was put on the document

    Jordan is not a party to the Hague Apostille Convention. An apostille has no meaning there and the correct attestation is still needed.

    How to avoid it: For Jordan the step at the district office is an attestation, not an apostille.

  • The YÖK or MEB step was skipped

    The Turkish MFA does not attest education documents without an intermediate approval. For students returning to Jordan this is the step that stalls most often.

    How to avoid it: Plan YÖK or MEB right after the district attestation. If you cannot come to Ankara, we do it with a notarised power of attorney.

  • The translation language was not confirmed

    Official institutions in Jordan want Arabic, while some universities and private companies accept English. If a translation in the wrong language is rejected at the end, every step is repeated.

    How to avoid it: Ask the institution in writing which language it accepts. Without confirmation, Arabic is the safe choice.

  • The criminal record went out of date

    Work-permit files want a recent criminal record. When YÖK and MFA appointments stretch the chain, a record obtained at the start may count as old by the time it reaches Jordan.

    How to avoid it: Obtain date-sensitive documents after the others have moved ahead, not at the start. The criminal record can be taken again from e-Devlet on the same day.

How a file moves in practice

The typical Jordanian file is the diploma and transcript of a student who finished a bachelor's or master's degree in Türkiye. The two move together; because the transcript runs to several pages, most of the cost is in its translation. If the student leaves a notarised power of attorney before going home, we run the YÖK step without delay.

When we open the file we settle which Jordanian institution will use the document, which language it accepts, whether an equivalency application will follow and whether the final verification in Amman is needed. If equivalency is coming, we prepare the transcript translation for it from the start.

Is an apostille enough for Jordan?
No. Jordan is not a party to the Hague Apostille Convention. Turkish documents need district or provincial attestation, Turkish MFA attestation and Jordanian Embassy attestation.
Is anything needed after the embassy?
Not in Türkiye. The institution in Jordan may ask for an additional verification by the Ministry of Foreign Affairs in Amman; that is done in Jordan.

Do export documents for Jordan follow the same chain?
No. Invoices and certificates of origin are approved through the Chamber of Commerce in a separate chain.
I have left Türkiye. How do I give a power of attorney for YÖK?
You can have a Turkish-language power of attorney drawn up at the Turkish consulate where you are; it needs no apostille or translation. Send it to us by courier and we file the YÖK application for you.
Which documents usually go in a Jordanian work-permit file?
Most often the diploma, transcript and criminal record; if you are married, the marriage certificate and the children's birth certificates. They all pass the same chain, so moving them together cuts appointments and total time.
Do I need to come to Ankara?
