Turkish Diploma Legalization

One decision: is the destination a Hague Apostille Convention member?

Hague (Germany, USA, Canada, the Netherlands, Italy, …): sworn translation if needed → notary → apostille at kaymakamlık/valilik → done. YÖK approval is not required for apostille. MEB approval is not required for apostille. No Turkish MFA. No embassy. No Ankara trip for YÖK.

Non-Hague (UAE, Qatar, Kuwait, Egypt, Iraq, …): sworn translation if needed → notary → attestation (same kaymakamlık/valilik, not apostille) → university documents: YÖK (Ankara only, in person or POA) / MEB school documents (lise diploma, student certificate, tasdikname, academic record, report card, pre-2012 primary or lower-secondary diplomas): MEB provincial or district directorate → Turkish MFA → destination embassy or attestation channel.

The apostille is affixed to the notary’s signature, not to the diploma’s academic content. YÖK/MEB is requested by Turkish MFA on the non-Hague chain — not by the apostille office.

University vs high school (non-Hague only)

  • University diploma / transcript → YÖK — Ankara only; holder, first-degree relative, or power of attorney. Comes after kaymakamlık/valilik attestation, before MFA. A rector signature is not a substitute for YÖK on this chain.
  • MEB school documents (upper-secondary diploma; student certificate; tasdikname; academic record; report card; older primary/lower-secondary diplomas) → MEB via the provincial or district directorate — every province; no Ankara-only rule. There is no official “grade completion certificate”; use e-Karne or öğrenim belgesi.

Ankara / POA applies only to non-Hague university documents. Do not send a Germany, USA, or Canada diploma holder to Ankara for YÖK.

Does the destination belong to the Hague Apostille Convention?

The apostille is affixed to the notary’s signature, not to the diploma itself. YÖK/MEB is requested by the Turkish Ministry of Foreign Affairs on the non-Hague chain — not by the apostille authority.

There is no official MEB document titled “grade completion certificate.” Term or year results are a report card (e-Karne) or an academic record (öğrenim belgesi). After 2012, finishing primary or lower-secondary school does not produce a new diploma; only an upper-secondary (lise) diploma is issued. Older primary, lower-secondary, and 8-year ilköğretim diplomas still follow the MEB chain.

YÖK — Ankara only, and only on the non-Hague chain

If the destination is a Hague Apostille Convention member (Germany, USA, Canada, the Netherlands, etc.), the university diploma chain ends at apostille. YÖK is not required; you do not need to travel to Ankara or issue a power of attorney for YÖK.

If the destination is not a Hague member (UAE, Qatar, Kuwait, Egypt, Iraq, etc.), Turkish MFA requires YÖK approval after kaymakamlık/valilik attestation. YÖK is only in Ankara. The holder, a first-degree relative, or a person with a power of attorney must appear.

A Turkish POA is typically notarised in Turkey, or issued at a Turkish consulate abroad. We run the YÖK step under POA when the destination is non-Hague and you cannot travel to Ankara.
