This page is for admissions offices, agents, and credential evaluators handling Turkish diplomas. It does not replace the diploma legalization hub.

The step checklists omit

For Hague universities (Germany, USA, Canada, the Netherlands, Italy, …) a Turkish university diploma chain ends at apostille. YÖK is not required. MEB is not required for high-school apostille either.

YÖK (Ankara; holder, first-degree relative, or POA) applies only on the non-Hague university chain, after kaymakamlık/valilik attestation. MEB provincial/district directorates apply only on the non-Hague high-school chain. Confirmed non-Hague mechanics: diploma for the UAE. High-school packets

If your checklist asks for a Turkish high-school diploma, tasdikname, student certificate, academic record, or report card destined for a Hague campus, brief apostille — not YÖK and not a default MEB stop. For non-Hague campuses, brief the MEB directorate after provincial attestation — not the YÖK counter in Ankara. There is no official “grade completion certificate.”

Destination after the Turkish stamps

• Hague universities: destination guides such as Canada, Germany, Netherlands.
• UAE: embassy legalization, diploma cluster above.
• Translation rules: sworn vs certified.

POA linked below is for holders who cannot appear at YÖK on a non-Hague university file. Use the destination where that POA will be shown.
