Turkish Diploma Legalization for the United Arab Emirates

This guide reflects university-diploma practice for UAE use. The UAE is not a Hague Apostille Convention member, so apostille does not finish the file. Because this is a university diploma, YÖK in Ankara applies — after kaymakamlık/valilik attestation, not before it, and not as a substitute for apostille.

YÖK approval is not required for apostille. Apostille is the Hague path. The UAE is non-Hague, so the long chain applies.

Who must appear at YÖK

YÖK is not a mail-in step. The diploma holder, a first-degree relative, or a person with a power of attorney must appear in Ankara. Holders already abroad usually need a POA so a processing agent can file. There is no government fee for this office step; travel or POA has a cost. We do not publish a fixed turnaround for the visit.

Do not send university diplomas to MEB directorates. Do not treat a rector signature as enough for later stamps.

Does the destination belong to the Hague Apostille Convention?

The apostille is affixed to the notary’s signature, not to the diploma itself. YÖK/MEB is requested by the Turkish Ministry of Foreign Affairs on the non-Hague chain — not by the apostille authority.

There is no official MEB document titled “grade completion certificate.” Term or year results are a report card (e-Karne) or an academic record (öğrenim belgesi). After 2012, finishing primary or lower-secondary school does not produce a new diploma; only an upper-secondary (lise) diploma is issued. Older primary, lower-secondary, and 8-year ilköğretim diplomas still follow the MEB chain.

YÖK — Ankara only, and only on the non-Hague chain

If the destination is a Hague Apostille Convention member (Germany, USA, Canada, the Netherlands, etc.), the university diploma chain ends at apostille. YÖK is not required; you do not need to travel to Ankara or issue a power of attorney for YÖK.

If the destination is not a Hague member (UAE, Qatar, Kuwait, Egypt, Iraq, etc.), Turkish MFA requires YÖK approval after kaymakamlık/valilik attestation. YÖK is only in Ankara. The holder, a first-degree relative, or a person with a power of attorney must appear.

A Turkish POA is typically notarised in Turkey, or issued at a Turkish consulate abroad. We run the YÖK step under POA when the destination is non-Hague and you cannot travel to Ankara.
